If you have a blog, it is very easy to submit.
Click following way:-
"Account button"(top of the page) > "Manage Blog Site button"(below bloggers logo) >
"Add New Blog Site button"(below search bow)
Then give a title, put your won blog url, fill description, taggedit and click Submit button.
And wait for approval by the site admit.
