pop on different blog forums and chat and make friends that way you will eventually recieve loyal followers who are actually interested in your blog.
I know its very hard specially when you just started but building traffic and followers take time so one of the key things is being patient

Create an FB page for people to like and that is linked directly from your blog, the same with Twitter. Follow people they are most likely to follow back, unfortunately followers will not come to you but you will have to work to get them! On twitter interact with people, see if there are any specific groups about the toppic that you are blogging about? I blog about beauty and fashion, and on twitter they have these hashtags, so you can find people in your field of interest, interact and eventually follow one another.
Also another big one is following blogs and commenting on them, but don't just comment and "pimp" out your blog, it's important to really connect with the blogger and try and make friends. It takes a lot of time and effort, but it pays off :)
It's my one month blogiversary today and I've got 49 followers already with lots of traffic, but I interact with people all the time and have made loads of new friends. Good Luck!

I use Twitter and Google +. Also this community is great for networking. Most of my blog followers are from bloggers.com! :0)

Rule 1 : Write unique and interesting content
Rule 2 : Make sure you have appropriate tags and enough tag keyword frequency in your post
Rule 3: Get some Good backlinks
Rule4: Build AUdience : Indulge in conversation with people/ Facebook pages/..etc
Rule 5 : Give it some time. Dont rush!

if you want a quick way of increasing traffic, you can buy traffic....its a dirty tactic and should probably be your last option...
The best way is really on your blog content....
