You first hab to open an account in blogging site like www.blogger.com then write ur posts or blogs. After that add it to the bloggers account (blogger is blogging site where as bloggers is platform to show ur works)

Now it's more easy to add your blog in Bloggers.com!
1. Go to 'Blog Directory' from header
2. Just click 'Add Your Blog!' from sidebar
3. Fill out your blog info. then submit

If your question is how to create a blog. Here are some tips-
Create Gmail account on Google.
Search for www.blogger.com. Click on create a blog orange tab. Choose from available temples or download templates from other websites that offer free templates. Click layout buttons, then click on add gadgets if you want to add photos, HTML, etc. And ... that’s it.
It’s easy actually to create a blog. Publishing your blog is another thing…

Publish your blog on major websites, like google, yahoo, msn, aol, etc. Create an account with websites like FreedBurner, Facebook. Twitter, Diggs, etc. and interact with other bloggers. In this way other bloggers get to notice you and your blog.

Great advice everyone, either blogger.com or wordpress are fine. Although I tend to think the free word press is not as good a blogger.

If you're serious on blogging, you ought to invest on a domain name and host your own blog. Also, I recommend Wordpress over Blogger.

Blogger.com/blogpost.com is by far the most user-friendly, well designed, and accurate blogging platform. You can do amazing things in blogger in minutes that takes hours to do on wordpress. You can program your blog to do things for you, that would take days to do on wordpress. But then again, both of them have pros and cons.
Wordpress is simply too bloated, the entire admin interface is made like it was made exclusively for blind people, with fonts as big as they get and objects way too big.
Try them out both with a free webhosting and blogging provider, and you'll easily see for yourself.
I write ... 8 blogs in several languages, I use both wordpress, blogspot, and even my own server and blogging platform.
Everyone's needs may differ, based on what you are trying to accomplish

For opening a BLOG, you have to open a BLOG.
Second : If you can join Bloggers.com and post a question, you can open a blog also by few clicks on WordPress.com....

By 'open a blog' if you mean crating one, then you can go to a site like- blogger.com or wordress.com and start blogging by creating an account.
