Joomla developers will devoted to Joomla. Drupal developers devoted to Drupal. Same for other CMS and frameworks. ;)
For us who works with few or most of them looking for which one suitable for the purpose. Every CMS/Framework has pros and cons and compare to the requirement some are good some are bad.
Regarding top position it's only indicate how much popularity the trend they get. That's my opinion. ;)

Omo state it perfectly, it all depends on the user whether they want joomla! or other CMS.
On web developing, clients usually asks for Joomla, Drupal and WordPress, all have a fair share on this.

Well for me it doesn't matter whether it is top or not.. the important thing is, we are comfortable with what we are using right now.
