1. Navigate "My Dashboard" under bloggers logo.
2. Click "Compose New Message" from right side in private messages section.
3. Type your favorite person name, subject, message and send

You could visit profile page to whom you want to send Private message. And click on the "Send Message" button, can be found under the profile picture.
BTW you could send message to your friends only.
