I wore this cute outfit and my mom said no too it because i had it over the shoulder but that's the style i like, i don't want to hurt her feelings by telling her what i think but i don't know what to say please help.

Remind your mom that she had been at your stage and it's alright to love fashion. Just make sure you wear the right outfit at the right occasion. Have a good bonding with her at shopping, maybe then she'll learn to understand your wants and the things that make you happy and comfortable.
Besides, you're a girl..if you were a boy and you do insist to wear that "over the shoulder" thing then that's another story..haha!

I need a little more info before I can offer up any advice. How old are you? Can you describe your outfit? What does your mom have a problem with exactly? The colors, overly revealing, etc? Until I know more, I won't really know what the situation is to be able to offer up any kind of well informed advice.
