Voice on Parliament, Democracy

Arun Shourie made brilliant suggestions during Walk the Talk on NDTV 24X7, with Shekhar Gupta.
He said, “ --- for 15-20 years now, we have been attending the elongated funeral rites of the parliamentary system.”
He went on to suggest:
1. People should focus on the duty of the presiding officers (Speaker / Vice President).
2. The presiding officers should abide by the rules, and should enforce the rules. Whenever any member comes into the well, shouts and disrupts the proceedings he should be named and under the rules he gets automatically suspended.
3. When the members shout, scream and do not let the house function why adjourn it. The presiding officer should sit there nicely, quietly, relaxed, from 11 a.m. to 5 p.m., and tire out the members.
4. Do not expunge anything; allow the coverage of the parliament to all the channels, and let the country see.
