I am not a widely traveled person to comment, bu SINGAPORE our neighbour did contain traffic congestion.
CAR POOLING is the first answer. It works.
CAR CONTAINING is the second answer. No more than a car per family, or you pay extra taxes.
CAR SALES can only be after 5 years of ownership.
CAR PETROL and oil prices be increased, and that will minimise vehicles on the road.

I would say one of the best ways is to improve the subway system. If people find the system so reliable and cheap, they would find no need to own a car, which would in turn greatly reduce traffic on the road.

Subway trains; commuters and interconnecting buses, sufficient sheltered walkways and so on will contribute to traffic easing. Good infrastructure will help. Do
note that even when all amenities are provided, the easiest is the car that leaves from house door step and returns to the house door step. CONVENIENCE they all say and only enforcements will curtail use of cars on the roads.
