Get yourself a Google + badge (here's a blog that tells how)

Look for others' badges and follow them, hope they follow you or ask them directly, Rinse and repeat.

Frankly, Google Plus is one of my lowest priorities, I really don't think it's ready for prime-time and there are so many other social media that are well established. IMHO.

Google Plus is very easy and simple to use, just login to your gmail account and go to your Google Plus profile page and start following people in your circle or send request to other people.
