what is the basis of best blogger rankings?

I just want to know what is the basis to become best blogger here on bloggers.com, I am trying to compare the top 30 blogs to the blogs that rank low, like rank 100+.
I noticed there are some blogs on the lower rankings that are better than the top 10, they have higher rankings, more followers, great design, more of everything, but still they are ranked very low. I want to know how to be the best blogger here at bloggers.com
